Set aside 1 cup of marshmallows. Place remaining marshmallows in a large saucepan with 4 Tablespoons butter, melt over medium heat, stirring occasionally until smooth.
Remove from heat and stir in cereal until well coated. Stir in 1 cup of marshmallows and chocolate chips.
Divide among muffin cups and press down firmly. Allow to cool completely before removing from the pan.
To decorate:
Beat together ¼ cup butter and powdered sugar. Add vanilla extract and enough of the milk to make a pipe-able consistency. Add food coloring and beat on high speed until fluffy.
Transfer frosting to a piping bag or quart size freezer bag. Cut the corner and pipe onto each treat. Add mini chocolate eggs.
